  • Countries can open and close adoption programs without advance notice

  • Large availability of children (5,000 in PA alone)
  • The majority of available children are male, minority race, and over 6 years of age
  • Special needs (medical, physical, emotional, or intellectual) may have been identified
  • No fee (adoption subsidy sometimes available)
